Pursuant to 36 CFR 218 objections on this proposed project will be accepted for 45 days beginning on the first day after the date of publication of the legal notice in the Newspaper of Record The Cortez Journal (scheduled to publish on June 23, 2021). If the objection period ends on a Saturday, Sunday or Federal holiday, objections will be accepted until the end of the next Federal working day. The publication date of the legal notice in these newspapers is the exclusive means for calculating the time to file an objection and those wishing to object should not rely upon dates or time frame information provided by any other source. It is the objector’s responsibility to ensure timely filing of a written objection with the reviewing officer

Objections will be accepted only from those who have previously submitted timely specific written comments regarding the proposed project during scoping or other designated opportunity for public comment. Issues raised on objection must be based on issues raised in the previously submitted specific written comments unless the issues are based on new information arising after designated comment opportunities (36 CFR 218.7(c)(2)(ii)). Only objections that are within the Forest Service’s decision space will be considered.

Incorporation of documents by reference is permitted only as provided in 36 CFR 218.8(b). It is the objector’s responsibility to ensure timely filing of a written objection with the reviewing officer. All objections are available for public inspection during and after the objection process.

At a minimum, objections must include the following (36 CFR 218.8(d)):

• List the name address and, if possible, a telephone number of the objector;
• Provide a signature or other verification of authorship (a scanned signature for electronic mail may be filed with the objection);
• Identify the lead objector when multiple names are listed on an objection;
• Provide the name of the project being objected to the name and title of the responsible official and the name of the National Forest on which the project is located;
• A description of those aspects of the proposed project addressed by the objection including specific issues related to the proposed project; if applicable how the objector believes the environmental analysis or draft decision specifically violates law regulation or policy; suggested remedies that would resolve the objection; supporting reasons for the reviewing officer to consider; and;
• A statement that demonstrates the connection between prior specific written comments on the particular proposed project or activity and the content of the objection unless the objection concerns an issue that arose after the designated opportunity(ies) for comment.

Objections should be submitted to Objection Reviewing Officer, Forest Supervisor Kara Chadwick, San Juan National Forest. Electronic submissions are preferred and may be submitted at http://www.fs.fed.us/nepa/nepa_project_exp.php?project=57671.

Electronically submitted objections must be in plain text (.txt), Word (.doc or .docx), Portable Document Format (.pdf), or Rich Text Format (.rtf) file formats.

Objections may also be mailed or hand delivered to: Objection Review Officer:  Forest Supervisor Kara Chadwick, San Jun National Forest, USDA Forest Service, Attn: 1570 Objections, 15 Burnett Court, Durango, CO  81301. Objections delivered by mail must be postmarked no later than the last day of the 45-day objection filing period. At this time, the building is closed, therefore, those who wish to send an objection via hardcopy mail or fax must contact Mark Lambert at 970-799-2331 or  mark.b.lambert@usda.gov to ensure their objection is received. Also, due to the building closure, those submitting hand-delivered objections must contact Mark Lambert in advance, to make an appointment. The fax number is 970-375-2331. Please include in the heading of the fax: Forest Supervisor, Attn: 1570 Objections.
