This project is being proposed on the Rogue River-Siskiyou National Forest, Gold Beach Ranger District, on lands managed entirely by the Department of Agriculture, United States Forest Service.
The Moon Fire Recovery project was authorized to use the Secretary's Memorandum 1078-006 emergency situation determination (ESD) under section 40807 of the Infrastructure Investment and Jobs Act (IIJA) (Pub. L. 117-58) on January 15, 2026. Under this emergency authority, the Moon Fire Recovery Environmental Assessment is in development to consider only a proposed action and no action alternative in detail, and the Environmental Assessment (7 CFR 1b.5) and Finding of No Significant Impact (7 CFR 1b.6) will not be subject to pre-decisional administrative review (Consolidated Appropriations Act of 2012 (Pub. L. 112-74) as implemented by Subparts A and B of 36 CFR part 218).
The project as planned will be consistent with the applicable land and resource management plans, as established in Section 40807 (a)(4) of IIJA. For this project these are the Land and Resource Management Plan for the Siskiyou National Forest (USDA Forest Service 1989), as amended by the Northwest Forest Plan (USDA Forest Service and US DOI BLM 1994).
