Thank you for your interest in the Soapstone Landscape Restoration Project. The Forest Services values your input and welcomes your comments on the Soapstone Landscape Restoration Project Reliance on Analysis and Draft Decision Notice and Finding of No Significant Impact (Draft DN and FONSI).
The Soapstone Landscape Restoration proposed action was analyzed under the U.S. Department of Agriculture NEPA regulations (7 CFR 1b). 7 CFR 1b regulations allow agencies to rely on existing analyses, decisions, and associated project records when evaluating a proposed project. Through analyses across and surrounding the Soapstone Landscape Restoration Area, the affected environment and effects as result of the Proposed Action have been previously
considered and analyzed. As such the Forest Service has prepared a Reliance on Analysis (ROA).
The Fuels and Forest Health Emergency Action Determination (ESD) was established by a Secretarial Memo (1078-006) on April 4, 2025 and includes actions that relate to wildfire risk reduction and timber actions. This ESD includes the waiver of 36 CFR 218 pre-decisional administrative review. The Soapstone Landscape Restoration Project is within the ESD area and
meets the intent and actions covered by the determination. Therefore, this decision is not subject to the objection regulations found at 36 Code of Federal Regulations 218, subparts A and B
