The Idaho City Ranger District of the Boise National Forest is proposing the Upper Mores Project to address hazardous fuels within the wildland-urban interface, promote forest resiliency, and respond to insect and disease outbreaks. These activities will be implemented under an Emergency Authorization Determination as authorized under Section 40807 of the 2022 Bipartisan Infrastructure Law and is consistent with direction under the Wildfire Crisis Strategy to increase the pace and scale of hazardous fuels work in the western United States. It is expected that an environmental assessment (EA) will be prepared. Because this project will be implemented under an Emergency Authorization Determination it is not subject to Forest Service Objection Review processes. We invite your feedback on the Upper Mores Project, as part of a process known as scoping. Scoping provides the public an opportunity to identify potential issues that have not already been identified during the collaborative process being used to develop this project. Some aspects of the proposed actions could change prior to a decision being signed based on comments received during scoping, conversations with interested publics, and additional field work and analysis conducted by specialists.
Please submit your scoping comments by Monday, November 20, 2023. Your comments will help us refine the proposals and identify preliminary issues. Comments specific to the proposed action that identify a cause-effect relationship are most helpful. Because this project is not subject to the pre-decisional review process, it is critical that you provide feedback on this project during a designated comment period, as the public will not be able to raise additional project concerns during an objection period. Comments received in response to this solicitation, including names and addresses of those who comment, will be considered part of the public record for this project, and will be released in their entirety if requested pursuant to the Freedom of Information Act.
