Dollar Ridge Fire Restoration Project

The Forest Service has prepared a draft decision notice for the Dollar Ridge Fire Restoration Project. Approximately 37,783 acres of the 77,047-acre project area occurs on lands managed by the Ashley National Forest. The environmental assessment covers the effects for all lands in the project area; however, the Forest Service decision notice is for National Forest System lands only. Planned upper watershed restoration treatments include soil/hillslope erosion reduction, gully stabilization, vegetation management, and road/stream crossing improvements. Planned riverscape restoration activities include structure addition, channel modification, floodplain reconnection, and riparian plantings. The responsible official who will issue a final decision on this project is Kristy Groves, District Ranger. The Forest Service portion of this project is subject to the objection process pursuant to 36 CFR 218, subparts A and B.
Eligibility to File Objections
Objections will be accepted only from those who have previously submitted specific written comments regarding the proposed project either during scoping or other designated opportunity for public comment in accordance with §218.5(a). Issues raised in objections must be based on previously submitted timely, specific written comments regarding the proposed project unless based on new information arising after designated opportunities (§218.8[c]). Individual members of organizations must have submitted their own comments to meet the requirements of eligibility as an individual; objections received on behalf of an organization are considered those of the organization only (§218.5[c]). If an objection is submitted on behalf of a number of individuals or organizations, each individual or organization listed must meet the eligibility requirement of having previously submitted comments on the project (§218.7). Names and addresses of objectors will become part of the public record.
Contents of an Objection
The objection must contain the minimum content requirements specified in §218.8(d) and incorporation of documents by reference is permitted only as provided in §218.8(b).
Filing an Objection
Written objections, including any attachments, must be filed (electronically, mail, or hand-delivery) with the reviewing officer (Forest Supervisor Susan Eickhoff) within 45 days of the publication date of this legal notice in the newspaper of record. The publication date is the exclusive means for calculating the time to file an objection. Those wishing to object should not rely on dates or timeframe information provided by any other source. Electronic objections are preferred and may be submitted through the project webpage at https://www.fs.usda.gov/project/?project=63450; click on “Comment/Object on Project.” Electronic submissions must be in a common format such as Adobe PDF (.pdf), MS Word (.docx), or Rich Text Format (.rtf). Although Ms. Eickhoff is located in Vernal, mailed objections must be sent to: Objection Reviewing Officer, Intermountain Region USFS, 324 25th Street, Ogden, UT 84401. Hand delivery of written objections may be made during normal working hours to the address above. All objections are available for public inspection during and after the objection process. It is the responsibility of objectors to ensure their objection is received in a timely manner (§218.9).
