Opportunity to Object to Tiger-Mill Project – Walla Walla District Ranger and Responsible Official, Johnny Collin, has prepared an Environmental Assessment, Finding of No Significant impact, and Draft Decision Notice for the Tiger-Mill Project. See Project webpage at http://www.fs.usda.gov/project/?project=62658 for information and objection submission. Contact Joseph Sciarrino, Project Lead, for questions at 509-522-6290. Objections will only be accepted from those who have previously submitted specific written comments on the proposed project during the designated opportunity for public comment 36 CFR 218.5(a). A combined 30-day comment period on the Proposed Action was offered to the public in January 2023. Objections must be filed with the Reviewing Official (only) within 45 calendar days following publication of this legal notice in the East Oregonian. The publication date in the newspaper of record is the exclusive means for calculating the time to file an objection. Objectors should not rely upon dates or timeframe information provided by any other source. At a minimum, an objection must provide the information required in 36 CFR 218.8(d): 1) The objector's name and address, with a telephone number, if available; 2) a signature or other verification of authorship upon request (a scanned signature for email may be filed with the objection); 3) when multiple names are listed on an objection, identification of the lead objector (verification of the identity of the lead objector shall be provided upon request); 4) the name of the proposed project, the name and title of the Responsible Official, and the name(s) of the National Forest and/or Ranger District(s) on which the proposed project will be implemented; 5) a description of those aspects of the proposed project addressed by the objection, including specific issues related to the proposed project if applicable, how the objector believes the environmental analysis or draft decision specifically violates law, regulation, or policy; suggested remedies that would resolve the objection; supporting reasons for the Reviewing Official to consider; and 6) a statement that demonstrates connection between prior specific written comments on the particular proposed project or activity and the content of the objection. Incorporation of documents by reference is permitted only as provided in 36 CFR 218.8(b). It is the objector's responsibility to ensure timely filing of a written objection with the Reviewing Official (36 CFR 218.9). All objections, including names and addresses of objectors, will be part of the public record and made available for public inspection during and after the objection process. Submit electronic objections only to https://cara.fs2c.usda.gov/Public/CommentInput?Project=62658. Insert Tiger-Mill in the subject line. To ensure accurate tracking and assurance of receipt of objections, objections submitted to mailing addresses, email addresses, or websites other than to CARA and the Reviewing Official will not be reviewed. All objection submissions must be provided in a format that is readable with optical character recognition software (.docx, .pdf, .rtf) and searchable. An automated response should confirm the electronic objection has been received. Objections sent by postal service, private carrier, or hand delivery must be addressed to Reviewing Official, Eric Watrud, Umatilla National Forest, Attn: Tiger-Mill Project, 72510 Coyote Road, Pendleton, OR 97801, only. Office hours are M-F, 8-4:30 pm, excluding Federal holidays, for hand delivery. The comment/objection database for the Tiger-Mill Project is identified as Tiger-Mill Obj.
