To be most helpful, comments are requested within 30 days of the date of the project’s Scoping Letter. It is highly encouraged that comments be submitted through the form below. However, handwritten or printed comments may be mailed or delivered to James Gubbels, 8221 S. Mount Rushmore Rd, Rapid City, SD 57702 or faxed to (605) 343-7134.
The Scoping Letter (found on the project NEPA webpage) initiates the scoping process (40 CFR 1501.9), which will guide the analysis in the environmental assessment and help us refine the proposal. Comments should clearly articulate your concerns specific to this project, including the Purpose and Need, the Proposed Action or other relevant information associated with the project. Please note, this initial scoping effort is not the official comment period for this project.
Comments received in response to this solicitation, including names and addresses of those who comment, will be part of the public record for this project.
A separate 30-day official comment period (per 36 CFR 218.5(a)) will occur following analysis later in 2022 providing interested parties an opportunity to review the preliminary environmental assessment. This project is being prepared pursuant to 36 CFR 218 Parts A and B. In order to obtain objection standing, comments on the analysis should be submitted during this scoping period or the 30-day official comment period. Comments submitted anonymously will be accepted and considered, however anonymous commenters will not be eligible to object during the project’s administrative review process which will follow publication of a final environmental assessment and draft decision notice.
