Comments concerning this project must be submitted through the web-based Comment and Analysis Response Application (CARA) at the project website provided above. Individuals may provide comments and sign up to be on the electronic mailing list at that site. Comments will be accepted for 30 calendar days following publication of this notice in the Lewiston Morning Tribune Lewiston ID. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this proposal. Those wishing to comment should not rely on dates or timeframe information provided by any other source. In keeping with precautionary measures related to the COVID-19 pandemic the office is not open at this time for hand-delivered submissions. A timely submission will be determined as outlined in 36 CFR 218.25(a)(4). It is the responsibility of the sender to ensure timely receipt of any comments submitted. This notice also serves as the initiation of the required 60 day notification period of the Forests’ intent to request approval for openings larger than 40 acres in size. Written comments shall include your name address and (if possible) telephone number; organization represented if any title of document on which the comment is being submitted and specific facts or comments along with supporting reasons that you believe the Responsible Official should consider in reaching a decision. Comments received in response to this solicitation including names and addresses of those who comment will be considered part of the public record on this proposed action and will be available for public inspection. Comments submitted anonymously will be accepted and considered. Additionally pursuant to 7 CFR 1.27 (d) any person may request the agency to withhold a submission from the public record by showing how the Freedom of Information (FOIA) permits such confidentiality. Requests for confidentiality may be granted in only very limited circumstances. The proposed project was originally scoped as a categorical exclusion on September 6 2019 for a 30-day scoping and comment period. The proposed project is subject to the objection process pursuant to the 36 CFR part 218. Individuals and entities who have submitted timely specific written comments regarding a proposed project or activity during any designated opportunity for public comment may file an objection. For objection eligibility each individual or representative from each entity must either sign the comments or verify identity upon request. In cases using an electronic message a scanned signature is one way to provide verification. It is the responsibility of persons providing comments to submit them by the close of the comment period and ensure that their comments have been received. The Forest Service values public participation. Comments including anonymous comments will be accepted at any time. However comments posted after the close of a designated comment period may not be given full consideration. Anonymous comments and comments submitted after the close of the designated comment period will not provide the commenter standing for administrative review.
