This project covers a Land Exchange (LEX) of approximately 353.7 acres of private lands, adjacent to Mark Twain National Forest (MTNF) land on the Houston/Rolla/Cedar Creek (HRCC) Ranger District for approximately 2,616.11 acres of Federal lands.

Objection Period Notice The Doe Run Resources Corporation Land-for-Land Exchange with the Mark Twain National Forest Phelps County, Missouri The Mark Twain National Forest is making available the Environmental Assessment (EA) and draft Finding of No Significant Impact (FONSI) for The Doe Run Resources Corporation Land- for-Land Exchange with the Mark Twain National Forest. The purpose of the proposed action is to support the U.S. Forest Service (USFS) goal of consolidating federal landownership to improve resource management efficiency, enhance public access, and strengthen ecological protection. Under this proposal, approximately 2,616.11 acres of federal land would be conveyed in exchange for approximately 353.7 acres of DRRC-owned land located adjacent to existing MTNF managed lands. The proposed land exchange would be made at equal value, not necessarily acre-for-acre. The market value of the parcels would be determined by appraisals that would be prepared prior to issuance of the USFS Final Decision. The EA and draft FONSI are available for review at the Mark Twain Supervisor’s Office, 401 Fairgrounds Road Rolla, MO 65401, and on the Mark Twain National Forest website: https://www.fs.usda.gov/r09/marktwain/projects. Scroll down to the Doe Run Land Exchange (LEX) Proposal. This constitutes a notice of opportunity to object to the proposal per Forest Service administrative review procedures at 36 CFR § 218.22. The opportunity to object ends 45 days following the publication date of this legal notice in the Phelps County Focus (newspaper of record). This publication date is the sole means for calculating the time to file an objection. Those wishing to object should not rely upon dates or timeframe information provided by another source. Objections will only be accepted from those individuals who have previously submitted specific written comments regarding this proposal, unless based on new information arising after designated comment opportunities (218.8(c)). Objections must meet the minimum requirements of 36 CFR 218.8(d) and include a description of those aspects of the proposed project addressed by the objection, including specific issues related to the proposed project; if applicable, how the objector believes the environmental analysis or draft decision specifically violates law, regulation, or policy; suggested remedies that would resolve the objection; supporting reasons for the Reviewing Officer to consider; and a statement that demonstrates the connection between prior written comments on the particular proposed project or activity and the content of the objection, unless the objection concerns an issue that arose after the designated opportunities for comment. Incorporate documents by reference only as provided for at 36 CFR 218.8(b). The objection Reviewing Officer is the Regional Forester. All public objections, including names and addresses of those who comment, will become part of the public record for this proposal and will be subject to review pursuant to the Freedom of Information Act.
