Opportunity to Object to the Draft Decision for the Trails at Mena

Project on the Ouachita National Forest

The Mena/Oden Ranger District of the Ouachita National Forest (ONF) has prepared an environmental assessment (EA) and draft Decision Notice/Finding of No Significant Impact (DN/FONSI) for an application for a Special Use Permit (SUP) submitted by the Arkansas Department of Parks, Heritage and Tourism – Division of State Parks (ASP). The EA and draft DN/FONSI are available online at: https://www.fs.usda.gov/project/?project=63649.

How to File an Objection and Timeframe

The draft DN is subject to the pre-decisional objection process pursuant to Title 36 CFR 218 Subparts A and B. Objections will only be accepted from those who have previously submitted timely comments during any designated opportunity for public comment. Issues raised in objection must be based upon these previously submitted timely comments.

Objections must be submitted within the 45-day objection period that will begin the day after this notice is published. Those wishing to object should not rely upon dates or timeframe information provided by any other source. If the objection filing period ends on a Saturday, Sunday, or Federal holiday, objections will be accepted until the end of the next Federal working day. It is the responsibility of the sender to ensure timely receipt of any objections submitted.

Objections, including attachments, must be submitted electronically. Navigate to https://www.fs.usda.gov/project/?project=63649 and click the link on the right-hand side of the page, “Comment/Object on Project”. Electronic comments must be submitted in a standard format such as plain text (.txt), rich text format (.rtf), MS Word, Word Perfect, or portable document format (PDF). Submissions will be considered part of the public record and will be available for public inspection. They can be viewed at the same location under the “Public Comment/Objection Reading Room”.

Eligible objections must contain (1) The objector’s name and address, along with a telephone number or email address if available; (2) Signature or other verification of authorship upon request (a scanned signature for electronic mail may be filed with the objection); (3) Identification of the lead objector, when multiple names are listed on an objection, and verification of the identity of the lead objector, if requested. Individual members of an entity must have submitted their own individual comments to have eligibility to object as an individual.
