Commenting on This Project

Sawtooth National Recreation Area Outfitter-Guide Management Plan and Forest Plan Amendment

Reviewing Officer: Rosana Barkawi, Intermountain Region Deputy Regional Forester

Time Zone of Reviewing Officers: Mountain Standard Time

The Forest Service has received 16 eligible objections regarding the Sawtooth National Recreation Area Outfitter-Guide Management Plan and Forest Plan Amendment. The publication date of this notice in Challis Messenger, the newspaper of record, initiates a 10-day period during which individuals or organizations having a particular interest in the resolution of these objections may file a request for consideration as an interested person, as described in 36 C.F.R. 219.57 and Forest Service Handbook (FSH) 1909.12, Section 51, and participate in meetings with the objectors and the Forest Service.

The Outfitter-Guide Management Plan, final environmental analysis document, other supporting information, and the Draft Decision Notice and Finding of No Significant Impact were released by Sawtooth Forest Supervisor Jake Strohmeyer on January 12, 2023.

These documents are available for review on the Outfitter-Guide Management Plan website: https://www.fs.usda.gov/project/?project=57197.

Please contact Susan James, Recreation Program Manager, at 208-727-5035 or via email at susan.james@usda.gov if you need assistance accessing these documents.

All objections submitted by individuals and entities to the Reviewing Officer for this project can be viewed online at the project website https://www.fs.usda.gov/project/?project=57197.

The objection process requirements at 36 CFR 219.57 and policy at Forest Service Handbook 1909.12, Section 51, allow interested persons who have previously submitted substantive formal comment demonstrating participation in the planning process to participate in any resolution meetings between the objector and the Forest Service. The purpose of this opportunity is to better assure that efforts to resolve objections are conducted in an open and collaborative forum. Resolution meetings are limited to the scope of the eligible objection issues.

Interested persons must submit written requests to participate in the objection resolution meeting(s) no later than 10 days from the date of this notice in the Challis Messenger by postal mail or delivery service to: Objection Reviewing Officer, Sawtooth NRA Outfitter-Guide Management Plan & Forest Plan Amendment, 324 25th St., Ogden, UT 84401, or by completing the "Interested Person" response form at the project website https://www.fs.usda.gov/project/?project=57197.

Interested persons requesting to participate in an objection must include the following information: name and affiliation, if any; mailing address, phone number, and email address (if available); the name(s) of the objector(s) in whose objection the person has an interest; and a brief explanation of the interest in the objection and any specific concerns including a description of support or opposition to the objection; and identification of substantive formal comment provided by the requestor during the planning process demonstrating the requestor’s previous participation in the planning process. Electronic requests must be submitted in a commonly used format such as an email message, plain text (.txt), Adobe Portable Document Format (.pdf), or Microsoft Word® (.doc or .docx).

The requests will be considered by the Reviewing Officer(s), and eligible interested persons will be notified in advance of any objection resolution meetings.

Objection resolution meetings are open to observation by the public, and the date(s), location(s), and agenda(s) for any meeting(s) will be posted online at the project website.
