The Apache-Sitgreaves National Forests has prepared a draft environmental assessment (EA) and draft territory management plan (TMP) for the Heber Wild Horse Territory Management Plan Project. These documents are available for review and comment.

The purpose of this project is to develop and implement a territory management plan for wild horse management actions within the Heber Wild Horse Territory located in Navajo and Coconino Counties in the Black Canyon area, southwest of the town of Heber, Arizona.        

Proposed actions are analyzed in the EA and have been incorporated into a Draft Territory Management Plan (TMP). The TMP also includes specifics for implementing the proposed action including standard operating procedures and an annual operating plan.  The Draft Territory Management Plan will be finalized based on which actions are authorized in the final decision notice for this project. Once authorized, the Territory Management Plan can be implemented immediately.

How to Comment 

Comments must be received electronically by midnight UTC on April 22, 2021  or post-marked by April 22, 2021 if mailed.

Attachments may be uploaded, the following formats are acceptable: .doc, .rtf., txt., .html or .pdf.

 Comments sent to any other email address will not be accepted nor forwarded to CARA. It is the responsibility of each commenter to submit their comments to the appropriate location.

  • Give specific facts or comments along with supporting reasons you believe the responsible officials should consider in reaching a decision
  • When submitting comments, keep them specific to this proposal only. If you submit comments about other proposals or areas, we will not consider them.
  • Include any cited documents you want us to consider and describe why.
  • Names and contact information submitted with comments will become part of the public record.

  

Here are some tips for people if they are having issues with submitting electronically:

Submitters must check the box at the bottom to indicate that they are not a robot or it will not accept their comments.  

There is a 50 MB limit on submissions.  If submitters have large files they can split them into multiple submissions or hard copy mail them to us at: Heber Wild Horse Territory Management Plan, P.O. Box 640, Springerville, AZ 85938.  Comments must be postmarked by April 22 to be accepted as timely. 

There may be band-with issues on the submitter’s end that may limit uploading large documents.

When your comment is submitted into CARA, you will get a verification screen shot which is your receipt of your comment being accepted. 

The reading room is not intended to provide verification that comments have been received.  There may be a number of factors that delay the posting of comments into the reading room.  Please note, there is an algorithm that screens comments for profanity, threatening language or sensitive information which may delay that comment from posting to the reading room.   

The environmental assessment and draft decision notice are subject to the objection process described in 36 CFR 218, subparts A and B. If you don’t submit timely and specific written comments about the project during public comments periods established by the responsible official, you won’t be eligible to file an objection. This will be the last designated opportunity for public comment for this project. Other eligibility requirements for submitting an objection are name, postal address, title of the project, and signature or other verification of identity upon request and the identity of the individual or entity who authored the comments. These are described in 36 CFR 218
